The role

This role is with Neon Link directly, not a client: we place experienced remote professionals, our Linkers, most of them in the Philippines, full time with US small and mid-size businesses, and every placement needs one person who owns the search and the paperwork and check-ins that keep a Linker supported after day one. You'll write and refresh job ads, build Boolean searches across job boards and professional networks, screen applications, run first interviews, check references and put a clean shortlist in front of the hiring manager.

Once someone is hired, you'll handle their onboarding, prepare payroll from approved timesheets, keep people records current and run the 30 and 90 day check-ins. Most of the day is spent in our recruiting system, spreadsheets and video calls, and if you've run pipelines in an ATS such as Workable, Greenhouse or Lever, the habits carry straight over.

It matters because a weak screen costs a client months and can cost a Linker their job, and because how candidates are treated, including the ones we turn down, is how Neon Link gets talked about. You'll handle resumes, government IDs, reference notes and payroll records, all personal information protected by the Philippine Data Privacy Act of 2012, so we look for people who guard it by habit, not only when someone is watching.

People do well here when they read people fairly, follow up on every no, and keep records clean enough that anyone could pick up a candidate or a Linker cold. You report to the founder, a BPO operator with more than 20 years in the industry who has hired thousands of Filipino professionals, and you'll have room to rebuild any part of the process that isn't working. Before your first live search you're trained on the roles we hire for, our screening standard, our recruiting system and how we onboard and support Linkers.

What you'll do

  • Write and refresh job ads for each open role and for the talent pools we keep ready for client roles as they open, and source candidates through job boards, professional networks and referrals, using Boolean searches you build and keep refining
  • Screen applications, resumes and voice introductions against each role's must-haves, and move every applicant to a clear next step the same day
  • Run first round phone and video interviews that test English, professionalism, reliability and actual skill, not resume claims, and write up your reasoning so the hiring manager can follow it
  • Schedule skills tests and interviews, send confirmations and reminders, and follow up on no-shows so good candidates don't fall through the gaps
  • Verify work history, run structured reference checks with former supervisors, check NBI clearances, and confirm each candidate's work from home setup, internet speed and backup arrangement
  • Put a clean shortlist in front of the hiring manager with your interview notes and reference findings, and reply to every candidate who clears the first screen, at every later stage, including the no
  • Onboard every new Linker: agreement, onboarding paperwork, government ID, a signed confidentiality form and tool access, all complete before day one
  • Prepare payroll each cycle from approved timesheets: check hours against schedules and approved leave, flag gaps before cutoff, and keep timesheet records, leave balances and the holiday calendar current
  • Run a 30 day and a 90 day check-in with every Linker, write up what you hear, and raise anything that needs action while it's still small
  • Keep people and placement records current in our recruiting system, and report weekly on pipeline health (applications, screens, interviews, shortlists, time to fill), including where the process is losing good people and what you'd change
What success looks like
  • 3 to 5 genuinely qualified, reference checked candidates per open role, in front of the hiring manager within 10 business days
  • Everyone who clears the first screen hears back, either way, and first round interview no-shows stay under 1 in 5
  • Paperwork complete before every start, payroll ready on time every cycle, and no check-in missed
  • The people you shortlist are still doing well with their client months later, because you screened for fit and reliability as well as skill

What you bring

  • 2 or more years recruiting or sourcing for a BPO, staffing firm, offshore staffing company or fast growing company, hiring Philippine based remote talent, ideally for US-facing roles
  • Posting ads and scheduling interviews alone doesn't count for this role, and neither does HR work without hands-on screening; you've sourced, interviewed and shortlisted people yourself
  • Fluent Boolean and platform sourcing: you can build a search on the major job boards and professional networks that beats the default results list
  • Can judge English fluency, professionalism and reliability inside a 15 to 20 minute call, and write up your reasoning so someone else can follow it
  • Disciplined in an ATS or HR system, with stages, notes, records and next steps current the same day, and comfortable in Google Workspace or Microsoft 365 and on Zoom, Google Meet or Teams
  • Hands-on HR admin experience: onboarding paperwork, timesheets, payroll preparation and people records, done accurately and on time, with the spreadsheet skills to check hours against a payroll sheet
  • Warm, direct and respectful with candidates and Linkers at every stage, rejection included
  • Careful with personal data: you understand the Data Privacy Act, you keep resumes, government IDs, payroll and reference notes inside our systems and off personal devices and chat apps, and you'll sign a confidentiality agreement and pass a background check, including a current NBI clearance
  • Clear spoken English for interviews and reference calls, and clear written English for job ads, candidate emails and the notes a hiring manager decides on
  • Able to work mostly Philippine daytime hours, with a few hours that overlap the early US morning, which starts between 8pm and 1am Philippine time depending on the US time zone; exact hours are set at offer
  • Education: any bachelor's degree preferred, not required; a track record of placements matters more
Nice to have
  • Hands-on time in an ATS such as Workable, Greenhouse, Lever, JobAdder, Bullhorn or Teamtailor
  • High volume hiring, or building talent pools for roles that recur
  • Running payroll from timesheets yourself, in a payroll tool or a clean spreadsheet
  • Running structured interview scorecards and calibrating them with a hiring manager
  • A psychology or HR degree, or a Registered Psychometrician license, which helps with structured interviews and assessments

Work setup

  • Your own Windows 10 or 11 computer with a Core i5 or Ryzen 5 and 8 GB of RAM or more that runs our recruiting system and video interviews smoothly, plus a webcam and a noise canceling headset
  • Fiber internet of at least 25 Mbps with a mobile data or second provider backup
  • A UPS or generator so a brownout doesn't end your shift
  • A quiet, private workspace where candidate calls and personal data can't be seen or overheard
  • Tell us your city and province when you apply; we hire across regions, so one storm or outage doesn't hit everyone at once

You'll do well here if

Reads people well and fairly
Follows up on every no
Organized under volume
Accurate with records and payroll
Guards personal data
Enjoys the hunt

How hiring works

All online: your application with the voice introduction, a short work sample (a Boolean search and a job ad for a real Neon Link role, plus a sample timesheet to check against a payroll sheet), an interview that includes a mock first round screen with one of us playing the candidate, and a final interview with the founder. We never charge a fee to apply, test, train or start.

What happens next: A person reads every application, and everyone who clears the first screen hears back, either way.
